Fans and some outlets connected the bird line to Birds Aren't Real, the parody conspiracy that claims birds were replaced with government surveillance drones.

The fit is good. Suspicious birds are a very specific worry, and Birds Aren't Real is the best-known internet joke built on it. It matches a character written as a send-up of online conspiracy culture. But Rockstar never names the movement, and paranoia about birds as drones predates the meme. It could just as easily be Rockstar writing a generic conspiracy crank.
