Rockstar identifies the setting as Vice City, USA, but presents that city inside the wider state of Leonida. The official site and media gallery keep returning to the same idea: a neon-soaked city whose story continues beyond its skyline. Vice City is confirmed. A complete district map is not.

That is the useful way to read every screenshot. A waterfront, highway or skyline can establish the tone of Vice City without proving where one neighbourhood ends or how it connects to another destination. Until Rockstar publishes more, any exact layout should be treated as an illustration rather than a revealed route.

Leonida Keys

Leonida Keys is one of the clearest named places in Rockstar's official material. The location is tied to Jason's work for local drug runners, and Brian Heder is described as operating a boat yard there. Those details give the Keys more than a label: they establish a working setting where boats, local businesses and criminal logistics belong together.
